Channel Audio Cuts Out - Over 9 Clients in Channel

My friend runs a server off of his laptop. Recently, within the last 2 months, if more than 9 people join a channel the audio for the entire channel cuts out. If enough people switch to another channel to knock the number back down to 9 or below the audio works for both channels.

I've had him check the max clients number and it is at its current maximum of 32. Other than that I have been unable to find any information that may help. If anyone may have any ideas please share them, thank you.

Edit Server -> More -> Misc -> Min clients in channel before silence

I passed on the information to him. It worked perfectly. Thank you very much.
