Restrict Channel Description

How can i restrict channel description in an main channel without affecting sub channels? This is possible?

He does not want to restrict the access to the channel.

You as clan can have a bunch of channels on his server.
He gives them Channel Admin in the main-channel, so they can change the channelname, passwort or description of all their channels.
Now he just wants those users who have channeladmin to not edit the main-channel description but still the description of their subchannels......

This works only for sub channels i want to restrict main channel description edit power.
