How to Allow "Normal" to create "Guest" server groups

Right now when they try to make server groups, they are set to something below Guest. The "Normal" group also cannot assign "Guest" server groups to anyone.

    Thread title and post differ.
    What do you mean exactly?

    • Do you really want that your Normal group can create server groups?
      Why would you want that?
    • Or do you want that your normal group can assign groups?

Note: nobody should be able to assign the default Guest server group. Removing all other server groups is the way to set someone into the Guest group.
