Is the server going to communicate with the licensing service only via HTTPS port 443 from now on? Is it safe to block the old ports now?
What do you mean by blocking the old ports? One does not open client ports because they are usually random.

I made the update only I found some errors.
I can not add a nickname to my server, only if I create a new one.
users with version 3.1.6 below can not connect to the server.
these problems are a bug or need to create a new server to be able to add a nickname, the minimum is 3.1.6?
You only can add a server nickname, when you own permission b_virtualserver_modify_nickname.
This permission only will be assigned during server update from 3.0.x when
- your server group had the permission i_group_auto_update_type with a value of 45 or 50 assigned before you did the server update
- parameter no_permission_update=1 wasn't set to your server instance
Client 3.1.7 is the required for this server. Client 3.1.6 is outdated and not longer supported.

Any Changes for me as NPL User with 10 Servers/512 Slots? This is a old day one licence.
Existing licenses stay as they are. Only name for some (not for NPL) have changed.

Since 3.1 server update will require 3.1.7 client, and the current phone version is 3.1.6, will there be an update coming soon? Or will there be an exception for the phone to the 3.1.7 requirement?

Server 3.1 requires pc client 3.1.7.
The current stable iOS (3.1.26) / Android (3.1.6.1) client will be able to connect to server 3.1 without any problem
To answer your main question:
Yes we will provide updates, but not for server release 3.1. These versions are prepared already and compatible with server 3.1

Important: We still do not suggest to add yourself into a Query group and we will not give any support for this.
what to do if you need multiple query logins? create new UID -> create login?
Yap, that's the supported way.
But one new or old identity is enough in case you do not need a different permission level.
