Admins that can create less powerful server groups?

I am the server owner in the group [Owner]. I have two other admins in the group [Admin]. I want those in [Admin] to be able to manage my server's groups and permissions under them. They cannot change the perm's of their own group or add or remove clients to/from the groups [Admin] or [Owner]. My problem stems from client admin permissions, for example "i_client_kick_from_server_power". [Owner] has "i_client_needed_kick_from_server_power" = 75. Admin had "i_client_kick_from_server_power" = 70 so they cannot kick the Owner. The problem is that admin can create a group with "i_client_kick_from_server_power" = 99999 or higher, add them selves to said group then kick the owner. Is there any way to fix this?

Make sure that these settings are in place: https://i.imgur.com/hSi3pOQ.png

If I remember correctly, Permission Modify Power (i_permission_modify_power) determines whether or not someone can give for example a kick power of 999.
So if you set it at 75 and the grant at 75, they shouldn't be able to set a higher permission value of 75.
