    A phase is a server release in the future.
    Please do NOT do that. SSH adds a lot of overhead, simple tools that do not maintain persistent connection will be severely impacted.

    I have one question about that. Why is this a problem when RAW is still a feature but must be activated.

    Reading your post again, it is clear that you do not intend to remove the feature, only limit its availability in default setup.

    Any TLS connection has this issue. In case of HTTPS, the issue is deterred greatly by multiple factors, of which:
    1. Keepalive browser connections to the server.
    2. HTTP/1.1 and HTTP/2 pipelining.
    3. HTTP/2 PUSH support.

    You just never notice all this commotion happening in the background.
    However, if you take a less user-visible and developed cases, the issue become rather apparent.
    F.e. look at this research of a comparable "connect-work-disconnect" typical operation scheme of MySQL server.
