    Does the config ini needs to be writable?

    Since my Teamspeak3 server is running under an unpriviliged user, I would like to keep the config ini owned by root user.
    Does the Teamspeak3 server modifies by itself the config ini, when running, in any case?

    No. Only license file, database and logs directory needs to be writable.

    If you want icons, avatars or file transfer to work, the files directory better be writable too.
    That being said the user running the server needs to be allowed to create new files and folders in the server root directory (same level as the binary), or the specified log directory location, as certain files and folders will be created if they don't exist.
