Is it possible to say when someone new joins the Teamspeak from US or Canada they will get a group,
and if they are from say Iraq/Iran they get nothing?

Uhhh.. no.. basically no, not officially.
Maybe you can setup a teamspeak 3 bot with such an script but this is a 3rd Parties software and is not with teamspeak systems.
Not with vanilla TeamSpeak. You need a bot.
Yes this is what I meant, with a bot. Is it possible to do this with a bot and any ideas on how we could go about doing this?
We like to have our Teamspeak open for players, but notice the majority of the trolls are usually from way off countries that would never join our community (Brazil, Iraq, Iran, Poland, Turkey, Argentina, etc). So we figure rather than flat out block the country, we would just allow certain counties to be able to gain a permission to have voice, while anything outside of them will need to be given manually.
Well, you will have to have the bot use server query notifies and react to them. This is the only documentation on this feature, and it's in German only. The notifycliententerview event, which is fired when a client enters the server, has the client_country and client_servergroups included, so a bot can handle giving and revoking groups accordingly.
