The users who can not see the image should get an error in server chat or in client log showing what is needed.

i_ft_needed_file_browse_power or i_ft_needed_file_download_power may be to high in channel ID 29055.
Or the Admin is the host of the server and hasn't forwarded the ports.

Both power "i_ft_needed_file_browse_power" and i_ft_needed_file_download_power stand at 0 and i am a Admin too and the Server is not my. As Admin i can see the Picture, as User not.....

Maybe their power is below 0 or they do have enough power view channel description?
Or image was deleted and you still have it in cache.
Or they do not have download quota left.

Can you see the image ...
... when you disconnect from server and clear your client cache (Settings -> Options -> Security -> Clear Cache [Only select clear cache or more if you wan to clean up more])?
... when you connect with a new identity where you do not have the admin group?
And what error do they get? (I mentioned that twice already that there should be an error.)

Can you send me the server in a private message so i can see it for myself? Maybe that's faster.
