    I gave you all steps needed to start a server in my first post.
    That's the way to start a server and one server you can join is created.

    Don't know at this point what else I could tell.
    Is there a problem with my steps? So tell or ask me.

    I have install the client and the server, create that file, so now?

    Do as answered.
    Start the server. Then start the client. Now connect to the server with the client.

    We are turning in circles when question repeats and there is no other answer.

    No i don't understand but I guess you did not understand what the Terminal (mentioned in my first post) is. It's important that you learn how you use your operation system or how to find a tutorial on the internet.

    And I see the file is not .ts3server_license_accepted
    There is no dot in the beginning of the file.

    I can't help you explaining your operating system.
    Again. Please consider to rent a server if this is to complicated.

    Just question, are you from sweden?
    The docs have a dot.

    But i dont understand i open the terminal, wich command i most use?

    Yes you see all 3 commands I used to prepare and start the server

    Can I create the server on a pc computer with my account? If i log in to teamspeak im the admin.
