How to deal with No/Anti-Move plug-ins

As a server admin, how can I deal with No/Anti-Move plug-ins? Is there any way I can disable or disallow them server-side?

There is no way the server can turn it off.

Tell users to turn it off.
    Then Kick or ban them.
OR make away channel sticky with permission b_client_is_sticky set as channel permission.
When sending me private messages: Please make sure to include reference link to your forum thread or post.
