You did not ask any question so i give you the advice to open the doc folder and then read the server_quickstart.txt
Linux 3.1? Do you mean the Kernel 3.1? That one is from 2005 and really really really old.
If you mean TeamSpeak server 3.1 then this version is also outdated and no longer supported.
