When I create a new channel, it has preset needed delete power 75. Where I can change the preset for delete power and for another permissions (modify, subscribe, desc. view)?

When I create a new channel, it has preset needed delete power 75. Where I can change the preset for delete power and for another permissions (modify, subscribe, desc. view)?
There is no preset build in.
The server sets the value for the needed delete power from channel creator's current i_channel_delete_power.
We wanted to reject that channel admins can delete channels created by bigger admins.
