Bug in complain option results in unauthorized bans.

Yesterday 5 unknown users joined my TS3-server in a matter of seconds and somehow were able to submit "complaints" via the complain option.

Eventhough "guests" have no permission to submit complains on my server this guest was able to ban one of my regular members.

The default server setting for this option is:
    5 complaints = 20 minute ban.

I have since reviewed all the options and didn't find any missconfigurations

As a workaround I raised the number of needed complaints to "999999".

Prove me wrong, but don't think it's a bug.

Then your groups have no i_client_needed_complain_power set. Add the permission and use a value bigger 0 and nobody without i_client_complain_power can complain users in that group.

Also can not find any because you showed none. Please see answer above.

Thank you for your quick response dante696.
You are right about both of those permissions.

    Just from a logical standpoint:
Why should someone without i_client_complain_power be able to submit a complaint?

A not enabled power equals 0 and 0 is a valid value to be checked against a needed power.
