Probably u will get a key on mail with badge than for ur second question, post it on forum on the correct section. (This seems logic to me.. )

Also, you have to contact [email protected] to send them the bug - so they'll send you this badge so far your bug gets approved. Sending a bug into a public thread isn't the best way to keep it secret, don't you think so?
