1.How to set who can give permision in channel groups?
    i_group_needed_member_add_power
    i_group_needed_member_remove_power

This is the required power to assign/revoke a group

    i_group_member_add_power
    i_group_member_remove_power

And that's the power to assign/revoke groups

    Example:

    Channel Admin:

    i_group_needed_member_add_power: 75
    i_group_needed_member_add_power: 75
    i_group_member_add_power: 6
    i_group_member_remove_power: 6

    Channel Operator:

    i_group_needed_member_add_power: 6
    i_group_needed_member_add_power: 6
    i_group_member_add_power: 5
    i_group_member_remove_power: 5

    Channel Voice:

    i_group_needed_member_add_power: 5
    i_group_needed_member_add_power: 5
    i_group_member_add_power: (removed/no permission)
    i_group_member_remove_power: (removed/no permission)

    That means:

Only the server administrator is able to assign the channel admin group - or if you create a new channel, then you'll get it too.
The channel admin group can not give more channel admin groups.
Channel admin is able to assign/revoke channel operator.
Operator is able to assign/revoke channel voice.
And channel voice can't give any other channel groups

    2. When player have channel admin he can't give permision in server groups until he leaves that room, how to fix that?
That's because the channel admin is mostly above the server groups for some reasons; channel admin has got a too low group assign/revoke power in this case. I guess the permissions in server groups got restricted by channelgroups or channels, you can change this in the default permission system.

I have this problem before i make the solution easy, make a main channal what any can join give to him Channel admin and he have Channel Admin in all room what follow the main if he give channel admin to someone this person can't take out the 1 Channel admin from he group.
In my TS i make Channel Admin Admin of he rooms the have like.
    Example

-->Name of team ->in this room i make 1 Channel admin (The main of all rooms)Locked room to join_power 75
    ⠀⠀└Lobby
    ⠀⠀⠀└Room 1
    ⠀⠀⠀⠀└Counter-Strike: Global Offensive
    ⠀⠀⠀⠀⠀└Room 2

the main ChannelAdmin can control all players inside of he Rooms
he can give member of rooms and kick...
