    confusing connection problem

    I'm hosting a server using Windows Server 2003 x64. I have a Windows 7 Ultimate client machine on an external network connecting over the internet for test purposes. The IP of the server machine is 64.186.135.25.

    Connecting on test PC via TS3 client on port 9987 to 64.186.135.25 fails.
    Connecting on test PC via telnet client on port 10011 to 64.186.135.25 connects successfully.

    Connecting on server machine via TS3 client on port 9987 to localhost fails.
    Connecting on server machine via telnet client on port 10011 to localhost connects successfully.
    Connecting on server machine via TS3 client on port 9987 to 64.186.135.25 connects successfully.
    Connecting on server machine via telnet client on port 10011 to 64.186.135.25 connects successfully.

    Windows Firewall and ipsec services are both disabled.

    What could explain this perplexing behavior?

    Your Virtual Server must listen on the universal address : 0.0.0.0
    With it, you will be able to connect to the server from any IP address.
