There should be options to upload and download. However I have yet to get it fully working. The file uploads with zero bytes.

I also found it a bit later but just now thought to reply... It was a little confusing but it makes total sense for a business or Community the way it's designed. If anyone wanted it to be changed they'd probably ask to have it reverted back later...

Note: This really helped me to understand the permissions as well. This is an easy way to figure out permissions.
Nobleclem, that sound like a permissions problem. Check the Groups Permission and Channels Permission. I would only use group permissions unless your going to make a special channel only for a specifc action like uplading files as it would be a channel for a spefic purpose. The repetitiveness is where it gets confusing but it's also giving you extra functionality that they wouldn't be able to do otherwise...
From what I've seen, the files have to be small otherwise the connection just times out.
Something to consider though is that I'm renting the server from gameservers so that might have something to do with it.
btw, you don't have to use the upload button, you can simply drag and drop files into the window.
Oh it might be... or it could be a server permission issue. Not sure. Will look into it.
Yeah, that make sense as well becuase they may have some sort of file permissions on folders that you may need to change or put in a request for a change...

I've been playing around with the server since its launch and figuring out how things work.
The issue where attempting to upload or download a file from the server depending on its location is related to firewall (port issue) weather its software or hardware firewall or even a router. As mentioned in the link provided by KoldFusion you will need to open up TCP port 30033.
If your server is local to your machine the uploading will work but anyone else that might be connecting to your machine will require you to open up that port to forward to the machine that has the TS3 server running on it.
Also based on the channel permissions, each channel has its own File Browser. So basicly your teamspeak server has become not only a voice server but a file server. If your hosting on your own box. please keep in mind users downloading from your server will lower your total bandwidth for your upload during that time and may cause you to lag or other users in your server to lag. Recommend having a proper host or very good upload bandwidth.
