    You can only change your own Nickname over Serverquery. Changing other user's nicknames is not supported.

    Ah, I was reading about it on the ServerQuery manual that came with it. I didn't know that it only worked for your own nickname over ServerQuery, thanks. As for Harvey's suggestion, thanks, it works.

    There is one thing however, does the person have to logout then login again for the change to take effect?

    Show me why this should be useful? Since it will be updated by the Teamspeak server on the next connection of that client, your change will never be visible.
