Anyone can kick each other?!?!

I have a problem.
On my server i have made a group called "members"
But everyone can kick.
This is not the intention.
What have I done wrong with the rights?
Please take a look on the printscreens that i made.

Hi

If you don't set the "i_client_needed_kick_power" and the same for bans and moves, everyone will be able to kick, ban and move, even though they don't have those permissions. This happens because the default value of those permissions is 0, which is the same of the needed value to do those actions, and so everyone will be able to.
