    query_ip_whitelist.txt update

    Just updated my Linux x32 Server to Beta16 from Beta15 and I don't think the file (query_ip_whitelist.txt) should be in the compressed updates we download. The server when started should see if one exist, if not found create the file like was included with beta15 and beta16.

    This would simplify the update a little for the admins. I know we all backup before the update, so restoring the file is easy enough, but if the admin started the server without a visible interface they may not have notice that the whitelist was back to the default from beta15 and may have problems until noticed and corrected.
