    "Soft" Security level

I have an issue with the current implementation of the security level. While the basic idea is good, I don't like how increasing the needed security level on a server works like a hard block.
When you increase the security, even if you want to do it gradually, then everybody who wants to join has to increase it first, imagine you want to push your security level a bit higher (>20), then this can be very annoying.

A nicer solution would be to introduce an additional soft limit, that is not required to join, but notices the user, or even suggests the user to update the security level right now. However being able to join in the first place (because the hard limit is lower), he can let the security level update in the background while continuing to use the server.

That way a server could gradually increase the needed security level, without blocking regular users.
