Smokin, we can't reproduce this and as long we can't reproduce it, we can't solve it.
Have you tryed a clea ndatabase, without any seetings on filetransfer? Maybe you or someone has set an limitation for filetransfer speed.

    Update from SmokinShark
We found out, that the TeamSpeak server is not the only program with slow download speed.

He downloaded an FTP server for this test. Freeware FTP Server: http://quickn-easy-ftp-server.softonic.de/

He changed the default port for this FTP to the port 30033 and started some downloads. They also got a slow download speed. He tryed to change the port to 1025 too and he also got a slow bandwith.

The ports 80 & 21 work fine for his server, but other did not.

Everybody with that problem also should check this too! it seems, that his provider allows friletransfer on port 21 and 80, but nowhere else. Or they put a limitation on it. I ask Smokin to contact his provider and to reply here too.

    Hope this helps you guys

So, i've just phoned with my Provider.

He said that there is no Transferreduction.
    I should call the Premiumsupport.

We know that there is a Transferreduction!

I won't pay 49c/Min (i only have a Mobile Phone) to get the same Answer.. +.+'

Maybe TeamSpeak Systems will call them to ask?!
Maybe it's bether when there call a Business.
    It's Server4You..

Ive stopped the TS3 server and started an FTP server on port 30033: Getting full speed from the FTP server.
Stopped a running webserver and started TS3 server using port 80 for file transfers: Unstable download between 150 and 400 kbyte/sec.
I double and triple checked that port 80 / 30033 is really being used by the TS3 client / FTP client.
Did same tests again with server's firewall disabled: Same results.
Conclusion: It is not a port problem or any sort of restriction.
Dante, on january 7th 2010 you acknowledged the problem:

Is on todo list with low priority.

However, theres a chance that I misunderstood your answer.

This really needs to be fixed...
This i don't tested before today..
    But.. Your'e absolutely right!

With 3 Downloads at the same Time i get Fullspeed (Yes, i've only 6 MBit ..).

So, my Provider is right too and there is no Limit.

Maybe Windows Server allowed on other Ports except 21 & 80 not Fullspeed on 1 Download? .

If this were a problem within the TeamSpeak 3 Server code, it would occur on all platforms. I can only assume that this issue is caused by the new re-written TCP stack in the newer Windows kernels (build >= 6000) - that includes Vista, 7 and the Windows Server 2008 family.

Among the new features in Windows TCP/IP is called Receive Window Auto-Tuning Level. It enables TCP window scaling by default and automatically tunes the TCP receive window size for each individual connection and the rate at which an application reads data from the connection. Theoretically, with TCP auto-tuning, network connection throughput should be improved for best performance. However, this is not always the case, and may also cause the exact same problems you're experiencing.

First, you should check the state or current setting of your Receive Window Auto-Tuning Level. Here's what you need to do:
    1. Open a command prompt with administrator privileges
    2. Type the following command:

      Code:
      netsh interface tcp show global

To enable/disable TCP auto-tuning, use these commands:

    1. Disable TCP auto-tuning:

      Code:
netsh interface tcp set global autotuning=disabled
    2. EnableTCP auto-tuning:

      Code:
netsh interface tcp set global autotuning=normal

    I hope this helps...

This is windows .... so few hints....

Firewall or antivirus can not get involved in between? malware spyware protections?
Can we see like, screen of that machine where ts3server is running? Or proccess list?
More important question is, where is server connected? is it VPS/housed server or it is on home internet connection ?
    Can we see output of
    tracert google.com

or get remote support from someone, ... paid? hahah
