Is there a guide somewhere on how the permission system works?

I'm renting my server at instantteamspeak.com (sorry if it's wrong to post that) and don't know if it's something I need to do there or on my own computer. I'm looking for information about permanently banning someone and setting individuals so they can't change rooms.

Download a copy of the server and you'll find a folder labeled DOC. In there is a basic explanation of the permission system. Take a look and come back with any questions
