    [No BUG] Permission Evaluation

    Permissions set in "client rights" and "channel client rights" will overwrite permissions set in "server group" regardless of the skip flag. So permissions are NOT strictly checked from tier 1 to tier 5 right now. (copied from tech support/permission system/Client Permission Issue and marked as bug)

    This is no bug.
    As you wrote, any higher layer overwrites the lower one.
    And it was written to (and taken from permissions.doc) SKIP-Flag only prevents overlapping Channelgroup Permissions to be set.

    Who said that Skip-Flag would skip any permission set?

    @OP: Read the changelog of the upcoming version.
    There will be a new permission for editing clients and channel clients permission.
    Also, the skip flag will now skip channel permissions too (besides channel group permissions).
