Can't add someone to the server group 'Normal'.

It's my server and it's on my spare PC.
I am a member of channel admin, server admin and serverquery admin.
I was able to add one person but for some reason I can't add this other person

    Error is.........
insufficient client permissions (failed on i_group_needed_member_add_power (17293/0x438D))

I've checked my permissions and value is 75 and grant is 100.
Also, when I go to server group permissions, they don't appear anywhere???
    Not even in Guest?

Is there a way to give me 100 grant in ALL permissions?

I'm willing to start from scratch with a new server install if needed.

The error tells you what is causing the problem. Check that permission in the various server groups that you are trying to mess with.

Your SA group should have a group_member_add_power of 75 but verify that the Normal group has a needed add power at or lower than 75.

value 75 and grant 100 in all groups.
    add power at 75.

Give you 100 grant in ALL permissions it's not a good solution.

Verify the "i_needed_member_add_power" in the group that you want attribute
    verified.

I thought that being a admin of the serverquery was like being God?
If it's my server on my PC then I want 100% control.

Why is giving me 100 grant in ALL permissions not good?

    Thanks for your help Guys

    No.

I have already put 1 person into the Normal group before so don't know why I can't with this other person?

I seem to have all credentials and permissions to be able to do this but..................
