How to resolve when user use this tool (name removed)

I have a NPL license, and keep a TS server on a VPS.
I believe an enemy as my boys say.
When it enters the TS server, with a simple push of a button, all the people on the TS are saying.
I do not understand how. because when I'm on TS, and with some guys, we're not going.
But the remaining 70-80% gives them a drop.
Without the right to rejoin until that enemy does not stop his program!
I would like to know a solution!

I have learned that these two removed illegal tool

Please use the latest server 3.1.1 and tell your users to update their client to version 3.1.8.

I removed the name of this tool to avoid advert for it.
