The red indicator is telling you, there is something wrong with your sound card. Maybe the name changed or the audio mode has changed. Or this card is blocked for applications.
Right, I detailed this as a way to reproduce the TS3 client basically breaking when an audio source changes. This used to not happen with older versions of the client.

I believe this same thing would happen in a few scenarios. Most of which probably involve multiple sound cards, usb web cams, etc. My thinking is that if anything can cause the TS3 client from working properly it must be a bug.
