Users yes. Subscribe Power.
Viewer no. They use the Query.
The user are also hidden for all TSViewer, if they use the query-guest-group, which also has not the needed subscribe_power.

i_channel_needed_subscribe_power hides users from all.
You need to change the "i_channel_needed_subscribe_power" of the channel not the group.

Set for Admin: 100 & User: 50, But again user can see Admin!
There is no Admin or User if you take the channel (and not the group!)... do not edit any group, just set the value for the channel itself. It make no sense to set an i_channel_needed_subscribe_power for a group. At group level you might set the i_channel_subscribe_power; and if that value is below the i_channel_needed_subscribe_power of the channel a user of that particular group can not subscribe the channel (or can't see anyone in that channel if he himself is not in that channel).
It depends how the query works, if it can join the channel it will see all the users. Also, just to be clear, you can't make it so people can't see others in the same channel as them. You can only make it so that can not subscribe to a channel they are not in.
