creating costum soundpacks

Hello.
I would like to create my own soundpack. Does anyone know if there are any tutorials or guides that could help me?

1. You will ned an tool, to edit sounds and has to save sound in a wav file.
2. You will need a sound.
3. Create / record / search a sound
4. Name it how we named it in our default folder
5. Create a new folder and copy the settings.ini into the new folder

I can't find anywhere else on how to do this. I'm confused at how other people know how since there's no explanation anywhere at all. I'm trying to put a sound pack together as well but when I make the folder with the settings.ini, it doesn't appear in teamspeak..

do i have to run one of those installers that other people use? If so, how do I set one of those up? Are there any guides for any of this anywhere? I can't find any documentation.

Id like to know this too, I can easily create new soundpacks but there is no tutorial how to do them properly to share with others.
