there is no answer to my question
this is a mistake "TS3ANetwork:: Connect failed error: 113"
where technically described this error? where the server tries to connect TeamSpeak3? which he uses for this port? protocols? where it is technically described?

When a computer on which stands TeamSpeak3 disable the firewall. TeamSpeak3 server starts without problems. If the firewall to include TeamSpeak3 not start.
having to open any ports, what protocols are used?

Port 2008 needs to be opened as TCP, for outgoing traffic.

    edit UDP was wrong

Hello! There is still a question ... We have TeamSpeak running on the local network on a local server with a firewall, we want to provide access for external connections (only for voice communication), it is necessary to open a port for incoming connections to UDP port 9987, correct? or what else it is necessary to open ports?

Here are the important ports, if you need to activate some other services.

9987 UDP - Voice (please activate UDP only for voice port!)
30033 TCP - FileTransfer (Avatar, Icons)
    10011 TCP - Query Acces
2008 TCP - License (If a license file is included in your server folder)
2010 TCP - Report to Webserverlist (if activated)
41144 TCP - TSDN Server (available in server Rc1 / if activated)
