    HAHA.. 2 years never..

    so yes i can ping this IP... i have a Speedport this have the funktion as Modem .. my Linux Router will make the ppp Connection
    and when i Change the LAN IP than will the TS Client connect

    probably some weird sort of caching going on somewhere...
    maybe the linux router is to blame...

    OK .. i have solved the Problem..
    For Users they use DSL Router as Modem -> Linux -> Windows and NAT

    they must make

    echo 1 > /proc/sys/net/netfilter/nf_conntrack_udp_timeout

    and on /etc/sysctl.conf a new Line net.netfilter.nf_conntrack_udp_timeout = 1
