Lua Plugin does not work with non-latin symbols in path

Often username in Windows contains utf8 symbols.
Lua Plugin does not support these symbols in path, because of that it's failed to load with errors in console:

    Initializing Lua interpreter
Failed to load lua script: C:/Users/Р+--TБTВTА-TВ-TА/AppData/Roaming/T
    cannot open C:/Users/Р+--TБTВTА-TВ-TА/AppData/Roaming/TS3Client/plugin
s/lua_plugin/ts3events.lua: No such file or directory
    LUA_PLUGIN: shutdown
    Shutting down Lua interpreter

Thank you for that hint with UTF8 characters. I could reproduce this and will forward this to our developers.
