Can you give me a test server to connect to or does it not matter?

I can connect to both tests.

If I ping the server I get 4 Time Outs
    4 packets sent - 0 received - 4 lost

    Reason - solution?

Now make sure, that your firewall does not block the connection, to that IP and try to call your and reach their ISP, maybe they block the connection.

How can I check if it is the firewall blocking the ip?

Is there something the server owner can check to see why I am not getting connected?

well tracert could give you some pointers, and oposite way too... its little bit advanced and unrealiable in your case.
However you do a tests in this post: Post us results

I would suggest testing some other ts3server to find out if your "ISP" is so stupid as some college campuses are, that is blocking UDP,ICMP(ping). Not to mention additional ports restriction.

Try for example the default bookmark TeamSpeak Public ( => address voice.teamspeak.com ) in teamspeak3 client.
(you might find dante in that server, and ask him for help ;-))
    Or some other servers.

    Also test something like
    Code:
    telnet voice.teamspeak.com 30033
    Code:
    telnet 78.111.226.102 30033
    inside command line
What do you see when you run it?

Have you asked your ISP, or look for the info about it, if they do block/restrict something?
    Who is your ISP ?

    Post us results
