Most likely he gets a higher description_view_power from somewhere else (like Client Permissions). Do a permission overview on those who can and filter for description_view. You should be able to see where the Value is coming from. Either that or the channel doesn't really have a needed_description_view_power of 75.

    Hints:
    - for channel permissions: They do not work, when a user or a group has the permission b_client_skip_channelgroup_permissions set. Or when the i_channel_needed_description_view_power is skipped with the skip flag

    - for description as long the client is connected. The who was connected , before you have changed the description view power will see the description, as long he disconnects. The power does not matter at al, because it is stored in his client cache.
