How can i create a group and give them all the admin powers but not the power to move channels

Moving Clients is controlled by i_client_move_power and i_client_needed_move_power. The latter needs to be <= the former in order to be allowed to move.
Moving Channels around (changing where they appear in the List) is controlled by b_channel_create_with_sortorder and b_channel_modify_sortorder.
Changing the ParentChannel of a Channel is controlled by b_channel_modify_parent
