No. The ping is the same all the time, even when the problem occures.
(When someone is downloading something ping jumps high.)

Any other ideas anyone? Maybe TS3 ports are blocked or something? I don't even know where should I look to solve this problem...

You can not port forward the Teamspeak client.
It still sounds like a driver issue for me. But i have no idea, because there is no information about any error here.

Revently I have bought a new laptop and I thought the problem will disappear but it didn't. I assume the problem is somewhere in my internet connection or maybe in the game itself.

I have noticed even when 1 person is talking but for a logner time(transmission is constant) lags begin, is it bandwith problem?
There is nothing new and it can always be a network problem, but it could also be a software/hardware or a driver problem.
There are so many indicators between you "the user" and the server and the other user's end.
