    Server Group Icon Trouble

I know that this has already been resolved, But I have used all the solutions suggested. All of my attempts to solve this have failed or not worked. I Have all my ports set correct. And I still can not upload Icons to the server groups at all. I have included as many relevant screen shots as I can to help solve this. I do not know what to do now. I have tried so many different solutions and suggestions from previous post's. If anyone has some suggestions or fixes to my problem PLEASE do to tell.

TLDR: Can not upload icons. Already tried every last god-damned suggestion on earth. All open ports are correct.

This Is Running From My Home Server.
Server Details: Windows XP Media Center Edition
    IP: Static
Teamspeak Server Version: 3.0.8.1 (7/30/2012 7:09:12 AM) on Windows

Client: Latest Client: Latest 64bit Client Version.

Please Let Me know if you need to know anything else I will be glad to respond.

Make sure the Windows User running the TS3 Server has Full Access to the entire files Folder within the TS3 Server Directory and its subfolders.

Would you care to explain further? The Account on my server has full access to all files on the system.

Update: I was able to upload some of the icons but not all of them. Then ones that did upload I could not select or use. Here are some more screenshots.
