i_client_needed_join_power >> clients can't join channels with i_channel_needed_join_power that is greater than this value
    b_channel_create_child >> allows/disallows creating sub-channels
    b_channel_create_permanent >> allows/disallows creating perm channels

You should have also said where he has to change these permissions.
for permissions b_ change these in ServerGroups most likely Guest.
If you want to change their ability to edit specific channels you should look for channel permissions, and set this permission to some higher positive number (for example 75)

Maybe better would be for you to show the server someone who will set it for you, it could be faster.
Depends if you want to know how it works and what to do or not.

There are a whole bunch of permissions related to editing channels. if you don't want them to be able to edit anything in the channel make sure that everything below Channel -> Modify in the permission dialog is not set (right click remove permission) for your guest group.
In addition to that also remove the i_channel_permission_modify_power from the guest group.

Someone keeps joining my teamspeak and creating a channel

A couple of months ago I logged onto my teamspeak and saw a group of people in their own channel which I did not create. I am the only admin and I am perplexed as to how this happened. I banned them straight away and I haven't seen much of them until today. I log in and I see a user on his own. I go into the channel and ask how he's made his own channel in my teamspeak. He says he is a server admin but I've never seen the guy on my teamspeak before and neither have the other users of my teamspeak. So again, I banned him. On both occassions the usernames were highlighted in gold. How do people keep doing this?

What he (the user) is telling you and what he really is are 2 different things. trolls are everywhere!

We know nothing about your permissions on your server and by default users are able to create their own channels on server.

Remove following permissions from groups, who should not be able to create channels:
    b_channel_create_permanent
    b_channel_create_semi_permanent
    b_channel_create_temporary
