Why is this permission needed when adding groups?
insufficient client permissions (failed on i_client_needed_permission_modify_power)

Shouldn't only be the add/remove ones?

Had to lower this so that server admins could add groups to other SA's (I have some fun groups and I have an higher SA group that can change perms)

Because you edit the clients permissions by editing his group, and possibly forbidden because another group added that permission with a lower value.
