Did you check whether there are people in other channels?
Maybe you can't subcribe any channel? Please check the server chat, while you activate this button.
Maybe it is telling you this

My error:
insufficient client permissions (failed on i_client_max_channel_subscriptions)
Then the server is set to allow only a certain amount of channels content (users) to be seen. It's a possibility to reduce a little traffic for very large servers, haven't seen it in practice personally yet. It's probably set to 1, so you cannot see who is in channels other than the one you're in.
Also, I wonder/doubt whisper lists function properly with such a setting, but that's another story.
Please ask an admin to activate i_client_max_channel_subscriptions with an value for you.
But maybe the server owner won't allow to subscribe channels for groups.
