Remove these permissions, in the groups of other users:

    b_virtualserver_servergroup_permission_list
    b_virtualserver_channelgroup_permission_list
    b_virtualserver_client_permission_list
    b_virtualserver_channel_permission_list
    b_virtualserver_channelclient_permission_list

No. Why should that even be possible to hide the entire permission system?

The permission system is no secret, ut the values are not really shown, when they can not acces the dialogs.
Let's say you can not hide it completely, but oyu can hide every permission setup.

Probably you mean the "permission overview" in the context-menu of a client?
If so, remove "b_client_permissionoverview_view" and "b_client_permissionoverview_own" from groups they shouldnt have it.
