Can the voice quality of whisper differ from the voice quality of target channel?

I spent some time searching on the forums, but didn't find any topic regarding to this kind of problem.

I'd like to create a nice radio effect by lowering the quality of whisper to target channels. Is that possible?

To clarify, I have one main channel with a couple of subchannels. Everyone can join the subchannels, but not the main channel. The subchannels have the normal, good voice quality. If two users were talking in same channel, they'd hear each other normally (with the good voice quality). But if they were in different subchannels and they whispered to each others channels, they'd hear each other with lower voice quality, that would make it to sound like conversation via radio. Is this possible?

    Thanks in advance,

No it is not possible, at least not without an addon and I don't know of an addon that does this out of my head.
