    high cpu load

If there are > 8 people on the TSł Server, the cpu are going up to 100% (taken from command "top") if everyone is speaking.

It's a dedicated server with cpu
    Model: 16.4.2 "Quad-Core AMD Opteron(tm) Processor 1385"

    4GB RAM
total used free shared buffers cached
    Mem: 3934 3832 101 0 344 2319

    I have tested with a new started server v 3.0.6.1. I didn't any configurations.
Clients are connected with Version 3.0.9.2

So what is the hardware requirement to run a TSł server with 40 people without lags.

It depends more on available resources, like if you are running tons of other stuff on the same machine that is eating up resources, you might experience lag as not enough resources are available to TeamSpeak. Generally that server should be capable of handling 40 clients without trouble.
