Allow Channeladmins to change the needed join power

Hi there,

I had this idea that a Channeladmin could change the needed join power of his channel, so that only groups with enough join power can join his channel.
I started with a server group that has a i_channel_join_power of 50 and is able to creating semi-permanent channels. That group got from me a i_channel_needed_permission_modify_power of 50, so that every channel they create has that value.
Furthermore I gave the Channeladmin group i_channel_permission_modify_power 50 and b_virtualserver_channel_permission_list, so that they can see and edit the permissions.

After testing: the channels, the servergroup creates, have the correct needed perm. power of 50 and the Channeladmins can see the permissions but they can't edit them. The error says "insufficient permission modify power", but they should have enough.

What am I doing wrong?
Is this even a good idea or should I stop struggling with it?

assign the channel admin group the following permissions in addition to those you already have:
i_permission_modify_power = 1
i_needed_modify_power_channel_needed_join_power = 1 (Grant value for i_channel_needed_join_power)

and they should be able to change the needed join power of their channel.
