I see both 3.0.7 & 3.0.7.1 are now available on the downloads page, is that an accident?

Can somebody link me to a guide or jot down some steps for upgrading a server from 3.0.6.1 (29.06.2012 00:59:05) to this version without loosing all my channels/permissions/etc?

    just as with any update:
    1. download new files
    2. stop old server
    3. extract new files
    4. copy new files to the old directory, replacing existing files
    5. start new server

Steps 3 & 4 can of course be combined by directly extracting into the existing folder once you get more experienced.
