If got a Problem, Admin Server Query can't move Server Admins, but they can?
How can I fix this?

you're contradicting yourself, be more precise.
Just in case: Query groups are not to be used for regular clients! It's dangerous and neither supported, nor required or of any benefit.

Its not clear enough?
When someone got the Admin Server Query he cannot move Server Admins.
But without Admin Server Query he can.
Server Admins also can move Admin Server Query.
So, clear enough?

Adding regular clients to the query groups can be lethal and is not supported!
