How to: Channel users can create temporary sub channels only

Hi,

Please would you tell me if its possible to allow clients in a certain channel to create their own temporary sub-channels.
We have a channel called "OTher games (make your own)" where clients should be able to make their own temporay game rooms that delete when the last person leaves.

Is this possible?

Also make It So That The Group can Only Make Temp Channels.
