i restart the server but Problem still found

Sorry to interfere, but me thinks he wants to add permission "b_channel_join_ignore_password" to channel groups.
This was removed in an early beta, you can set this permission only on server group or client layer.
RIGHT!! my fail....
As Alcazar says, you can not add this permissions into channel groups.
