Hello,

there are two permissions for permission modify powers: channel permission modify power and permission modify power. I guess the names are self explanatory. Please do not mix up the channel permission modify power with the channel modify power!

Also: you can still block that they can edit server groups by adding a needed group modify power to the server groups.
